It seems the standards say they should be there:
   name-addr   =  [display-name] angle-addr
   angle-addr  =  [CFWS] "<" addr-spec ">" [CFWS] / obs-angle-addr

Though I didn't feel like taking the time to figure out if
"obs-angle-addr" means that this is depricated, no longer necessary or
what.
